San Salvador Declaration

The Global Geothermal Alliance has convened its second High-Level Conference in San Salvador, the capital city of El Salvador, a prominent hub of geothermal power generation.

• We, high-level representatives of the members of the Alliance1, attending this High-Level Conference at the invitation of the Government of El Salvador and the International Renewable Energy Agency (IRENA), organized in collaboration with the International Geothermal Association (IGA);
• Recalling the establishment of the Alliance in 2015 to serve as a global platform for enhancing dialogue through exchange of insights, experiences and best practices; as well as for cooperation and coordinated action among geothermal stakeholders worldwide to foster geothermal deployment; 
• Recalling the Resolution adopted by the United Nations General Assembly on 25 September 2015,
  “Transforming our World: The 2030 Agenda for Sustainable Development”, and its 17 Sustainable
  Development Goals (SDGs);
• Recalling the subsequent Conferences of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) since the Paris Agreement of 2015 that reaffirm the long-term global goal established to pursue efforts to limit the temperature increase to 1.5 °C above pre-industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change;
• Recalling the Florence Declaration adopted in September 2017 during the 1st High-Level Conference of the Global Geothermal Alliance, through which governments reaffirmed the commitment to work together to identify and implement measures that will significantly increase the speed of geothermal energy development around the world;
• Recognising that geothermal energy is a value-driven, clean and affordable energy source as a key component for the achievement of a clean energy transition that combats climate change, both mitigation and adaptation, contributing to the achievement of the Sustainable Development Goals;
• Acknowledging that many countries possess untapped potential for geothermal power generation as well as for direct use of geothermal heat that can add significant value to advancing the decarbonisation of the enduse sectors, such as, heating and cooling and agri-food sectors, while contributing to enhancing livelihoods and fostering economic activity.
  Therefore, we agreed to:
• Welcome the 2nd High-Level Conference of the Global Geothermal Alliance as a platform for reaffirming our political commitment and continued action to fostering geothermal development as well as for exchanging experiences, best practices, and innovative approaches among the governments, industry and other key geothermal stakeholders;
• Encourage the ongoing dialogue to position geothermal energy as a key component of clean energy transition towards the achievement of climate action and sustainable development objectives. The dialogue ought to focus on the opportunities and benefits of geothermal energy to the society, citizen and climate, while creating awareness of its potential and promoting solutions that address the challenges hindering its widespread deployment for the benefit of energy sector;
• Reiterate the commitment to create strong investment frameworks and leverage innovative approaches for a scaled deployment of geothermal solutions, aligned with the Alliance’s aspirational goal to achieve a five-fold growth in the installed capacity for geothermal electricity and more a three-fold growth in geothermal heating by 2030;
• Further strengthen our dialogue, cooperation and coordinated action with key geothermal stakeholders across the globe under the umbrella of the Global Geothermal Alliance, with the facilitation and coordination of IRENA, to promote the deployment of geothermal for power generation and direct use of geothermal heat in the end-use sectors;
• Acknowledge the Alliance’s key priorities and the strategic and forward-looking approach that reflects the recent trends and opportunities for scaling up geothermal energy’s role in accelerating energy transition and reaffirm our continued support in its implementation, while adhering to the highest standards and principles of international partnership.
